Adolphe Kalisa, the former secretary general of the Rwanda Football Federation (FERWAFA), will remain in custody after the High Court in Kigali on June 30, 2026, rejected his application for provisional release. Kalisa, who has been detained since September 2025, faces criminal charges alleging embezzlement and forgery connected to expenses for the national team, Amavubi. The court ordered that he stay at Nyarugenge Correctional Facility while preparations for the substantive hearing continue.

High Court Orders Continued Detention

The High Court’s June 30, 2026 ruling came after a hearing in late June where Kalisa asked to be temporarily released on medical grounds. Judges concluded that the circumstances did not justify provisional release and directed correctional authorities to keep him in custody pending the full trial. The decision reaffirms the court’s position that detention should continue while prosecutors and defence prepare their cases.

Prosecutors argued in court that the conditions at the correctional facility were sufficient to address Kalisa’s medical needs and that illness alone did not constitute grounds for release. Defence counsel had emphasised the former administrator’s health concerns, but the judges determined that ongoing detention would not unduly compromise his access to treatment.

Health Claims and Medical Treatment Disputed

Kalisa told the court he had pre-existing back problems for which he had been receiving specialised care in Algeria prior to his arrest, and he said that incarceration had interrupted that care. He also informed judges that he had developed kidney and heart complications since being detained and that these required medical attention outside the facility. Those claims were central to his application for provisional freedom.

Prosecutors acknowledged Kalisa’s medical history but maintained that Nyarugenge Correctional Facility was providing necessary care within the limits of the law. They told the court that the facility had been attending to his health needs and argued that the presence of medical issues did not automatically entitle a detainee to provisional release.

Allegations Linked to Amavubi’s Uyo Trip

At the core of the prosecution’s case are allegations that Kalisa falsified financial records and diverted part of funds allocated for the national team’s accommodation during a stay in Uyo, Nigeria. Prosecutors say roughly $43,000 had been earmarked for lodging expenses at Ibom Hotel and Golf Resort during the Amavubi delegation’s trip. The charges claim that forged documents were produced to hide discrepancies between actual spending and the amounts recorded.

Investigators have described a pattern in which invoices and supporting paperwork did not align with bank movements and hotel records for the delegation’s stay. The prosecution asserts that these inconsistencies point to deliberate misrepresentation and financial misconduct while Kalisa was in office at FERWAFA.

Repayment of Funds and Prosecutors’ Position

In March 2026, prosecutors report that Kalisa deposited $21,387 into FERWAFA’s account as a voluntary repayment related to the disputed funds. Kalisa’s defence presented that repayment as an indication of good faith and used it to argue against continued detention. The amount returned is cited as approximately Rwf31.55 million under local currency conversion.

Despite acknowledging the repayment as a constructive step, prosecutors told the court it did not eliminate criminal responsibility. They stressed that restitution does not negate the need for a full judicial determination of alleged offences and that the seriousness of the charges, if proven, could still attract significant penalties.

Defence Argument: Reliance on an Agent

Kalisa has consistently denied intentional wrongdoing, telling the court that he acted on information and arrangements provided by a FIFA-accredited agent contracted to manage travel logistics. His legal team argued that he relied in good faith on the agent’s documentation and had no reason to suspect that bookings or invoices were falsified. They also asserted that any irregularities were the result of actions by third parties, not deliberate acts by Kalisa.

The defence further indicated an intent to pursue the contractors they say were responsible for the alleged fraud, suggesting civil or criminal avenues to recover losses and identify culpable actors. Kalisa’s claim of reliance on an accredited intermediary is central to his narrative that he did not orchestrate the misappropriation alleged by prosecutors.

Procedural Outlook and Potential Penalties

With the provisional release application denied, the case is set to proceed through pre-trial and substantive hearing stages, where both sides will present evidence and witnesses. Prosecutors will be required to demonstrate that funds were deliberately diverted and that documents were forged to conceal the diversion. The defence will seek to rebut those assertions and emphasise Kalisa’s repayment and claims of reliance on third parties.

If convicted on counts of embezzlement and forgery, Kalisa could face penalties provided under Rwandan law for financial crimes involving public or organisational funds. Sentencing considerations could include the scale of the alleged misappropriation, any restitution made, and whether aggravating factors such as forgery are proven at trial.

Kalisa’s continued detention and the court’s insistence that treatment be provided within the correctional system have also raised questions among observers about how high-profile corruption cases intersect with detainee health rights. Legal analysts say the situation underscores judicial balancing between ensuring defendants’ wellbeing and safeguarding the integrity of criminal proceedings.

The outcome of the substantive hearing will determine whether the case moves to trial or is otherwise resolved through plea or other dispositions. In the meantime, FERWAFA and stakeholders in Rwandan football will be following developments closely as they consider governance and financial oversight measures aimed at preventing similar disputes in the future.

Prosecutors have emphasized that returning funds, while welcomed, cannot substitute for a formal determination of responsibility when allegations involve falsified records. Kalisa maintains his innocence and plans to challenge the prosecution’s narrative by presenting evidence of reliance on the appointed travel agent and by identifying possible intermediaries alleged to have acted improperly.

As the matter advances through the courts, attention will remain on the High Court’s schedule for the substantive hearing and on how both medical needs and legal safeguards for the accused are managed in custody. The case therefore combines criminal law questions, institutional accountability in sport administration, and broader concerns about the handling of detainees with significant health conditions.

The decision to deny provisional release leaves Adolphe Kalisa at Nyarugenge Correctional Facility until further court orders, with the legal process continuing toward a substantive adjudication of the allegations against him.
