The Liberia Football Association’s Independent Electoral Committee has ruled that presidential aspirant Cassell A. Kuoh is ineligible to contest the May 2026 LFA elections, citing association statutes that disqualify individuals found guilty of criminal offenses. The committee said Kuoh acknowledged a prior conviction during a hearing and that public records show the conviction occurred in the United States. The decision removes one of the leading challengers from the presidential ballot and sets up an uncontested re-election bid for the incumbent.

Electoral committee cites statutes to block candidacy

The Independent Electoral Committee relied on Articles 45.4 and 58.1 of the LFA Statutes to justify the disqualification, asserting the clauses bar anyone "found guilty of a criminal offense" from vying for the presidency, vice presidency or executive committee roles. The committee made clear its interpretation is statutory rather than discretionary, saying the text affords no exception for sentence completion or restored civil rights. That legal reading forms the basis for the committee’s determination and frames the dispute as one of statutory interpretation.

The committee’s announcement emphasized that the statutes remain effective until altered by the appropriate judicial authority. It pointedly noted that only Liberia’s Supreme Court has the power to invalidate or suspend the challenged provisions. By framing the decision as an application of standing rules, the committee signaled it will enforce the statutes unless and until they are judicially overturned.

Court history and pending Supreme Court consideration

The electoral body acknowledged a prior Civil Law Court decision that had allowed Kuoh to contest, but stressed that court did not deem the relevant LFA provisions unconstitutional. That earlier ruling, the committee said, addressed eligibility under a different legal lens and did not remove the statutory bar embedded in the LFA governance code. The matter has since been elevated and is currently pending before the Supreme Court for definitive resolution.

Pending a Supreme Court judgment, the committee maintained Articles 45.4 and 58.1 are valid and binding. The Supreme Court’s forthcoming consideration is likely to be decisive both for Kuoh’s immediate prospects and for future interpretations of eligibility across Liberia’s football governance. Parties involved may await a written ruling to determine whether internal election rules or wider judicial precedent will prevail.

Committee frames decision as protecting integrity of the game

In its public statement, the Independent Electoral Committee said the ruling was necessary to safeguard integrity standards and preserve public confidence in football governance. The committee argued that strict eligibility criteria are essential to maintain transparent and credible leadership at the federation level. Officials cited the risk that perceived leniency on eligibility could undermine stakeholder trust in the electoral process and the federation’s broader governance.

Observers said the committee’s focus on integrity reflects an effort to align LFA governance with evolving expectations from clubs, sponsors and regional confederations. Whether that rationale will satisfy critics who point to the political and reputational stakes of high-profile disqualifications remains to be seen. The dispute has already prompted a broader discussion inside Liberian football about balance between rehabilitation and eligibility.

Additional disqualification and nomination compliance concerns

Separately, the committee disqualified Sekou V. Keita from contesting the Individual Beach Soccer Teams representative seat, citing failures to meet mandatory nomination requirements under the election rules. The committee said Keita met several substantive eligibility conditions but that his nomination did not comply with prescribed procedural provisions. That ruling underscored the electoral body’s insistence on strict adherence to both substantive and formal aspects of the candidate vetting process.

The dual disqualifications illustrate the committee’s twofold enforcement approach: substantive disqualification tied to criminal convictions and procedural disqualification tied to nomination formality. Election administrators said they would continue to vet nominations closely to ensure all entrants meet technical and statutory thresholds ahead of the May ballot. Candidates and their supporters have the opportunity to pursue legal recourse should they wish to contest the committee’s findings.

Presidential race left uncontested as Raji prepares third consecutive term

The committee’s decisions mean incumbent president Mustapha I. Raji will face no opponent in the May 2026 presidential contest, securing an unopposed bid for a third consecutive term. Raji was previously elected without opposition in 2018 and ran uncontested again in 2022, a sequence that leaves him positioned to extend his tenure at the helm of the federation. The absence of a challenger transforms the presidential contest into a confirmation of existing leadership rather than a competitive election.

Analysts warned that repeated uncontested leadership transitions can concentrate authority and reduce competitive accountability inside a federation. Supporters of Raji, however, argue that continuity can be beneficial for long-term projects, development programs and relationships with regional bodies. The dynamic has renewed focus on internal party-building among prospective challengers and the pathways available for aspiring administrators to re-enter the leadership corridor.

Executive committee contests and notable candidates

While the presidency is uncontested, significant competition remains for executive committee seats and representation roles across the federation. Twenty-three candidates will vie for 13 elected executive committee positions, creating a competitive field for governance influence at the federation level. Notable names on the slate include current and former administrators, business figures and elected officials who bring varied experience to the campaign.

Among the contenders are Sekou W. Konneh and Saye-Taayor Adolphus Dolo, both current vice presidents seeking to retain influence, as well as challengers such as Amos Tweh, the LPRC Managing Director, and Lofa County Senator Momo Cyrus. The list of executive committee candidates also features figures with club and grassroots backgrounds, reflecting a cross-section of Liberia’s football ecosystem. The women’s representative race has generated interest as incumbent Jodie Marian Reid Seton faces former executive committee members Rochelle G.D. Woodson and Kaddieyatu Darrah Findley.

The election will produce 13 elected members who will then be joined by two additional individuals co-opted by the president, forming a 15-member executive committee. That composition gives the president a modest ability to shape the final makeup of the leadership team through co-options, a standard provision in many sporting organizations. Campaign messaging ahead of the vote has focused on governance reform, development priorities and the federation’s international standing.

The contest for the executive committee is likely to attract scrutiny because the elected cohort will determine policy direction, budget priorities and strategic partnerships for the federation. Candidates have emphasized improvements to domestic competitions, youth development structures and fiscal accountability in public statements. Voters and stakeholders will evaluate whether the upcoming cohort can deliver on those pledges while navigating internal governance challenges.

The committee’s rulings and the slate of candidates signal a pivotal moment for the Liberia Football Association as it approaches the May 2026 elections. The pending Supreme Court review of the disputed statutes may reverberate beyond this cycle and set precedent for how eligibility and rehabilitation are balanced in future contests. For now, with the presidential race uncontested and executive committee battles underway, attention will turn to both the ballot and the courts as Liberia’s football leadership takes shape.
